Notice on Civil Rights Obligations

to the Distribution of Funds under the American Recovery and Reinvestment Act of 2009.

 

Federal Agency Obligations

Federal agencies will shortly begin distributing funding from the American Recovery and Reinvestment Act of2009 (Recovery Act). They must do so in accordance with all nondiscrimination and equal opportunity statutes, regulations, and Executive Orders that apply to the distribution of funds under the Recovery Act. Agencies that grant funds also must ensure that their recipients and subrecipients comply with Title VI of the Civil Rights Act of 1964 (prohibiting race, color, and national origin discrimination including language access for limited English proficient persons), Section 504 ofthe Rehabilitation Act of 1973 (prohibiting disability discrimination), Title IX of the Education Amendments of 1972 (prohibiting sex discrimination in education and training programs), the Age Discrimination Act of 1975 (prohibiting age discrimination in the provision of services), and a variety of program-specific statutes with nondiscrimination requirements.

 

Recipient and Subrecipient Obligations

Recipients and subrecipients of Recovery Act funds or other Federal financial assistance must comply with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975, and a variety of program-specific statutes with nondiscrimination requirements.

Other civil rights laws may impose additional requirements on recipients and subrecipients. These laws include, but are not limited to, Title VII of the Civil Rights Act of 1964 (prohibiting race, color, national origin, religion, and sex discrimination in employment), the Americans with Disabilities Act (prohibiting disability discrimination in employment and in services provided by State and local governments, businesses, and non-profit agencies), and the Fair Housing Act (prohibiting race, color, national origin, age, family status, and disability discrimination in housing), as well as any other applicable civil rights laws. Zion Terrance Apartments: Where Children are Top Priority

Located at 5958 Cadillac Street, Zion Terrace was completed in July 1971, with renovations in 1987 and 1990.  It consists of 25 one-story fourplex buildings which provide 100 living units:  32 one-bedroom, 24 two-bedroom and 24 three-bedroom and 4 four-bedroom apartments that are constructed of brick veneer and brightly painted wood trim.  Residents also enjoy a community and laundry facility, spacious grounds and an adjacent BREC park and community center.

Located at 1255 W. Roosevelt Street, Roosevelt Terrace consists of 9 two-story frame and brick veneer townhouse buildings. There are 50 units: 20 one-bedroom, 20 two-bedroom and 10 three-bedroom apartments. An administration and maintenance building is onsite with laundry facilities.

The complex is situated on a two-acre site that is within walking distance of shopping, grocery stores, banks, Louisiana State University, schools and churches. It is also minutes from the central business district, a park, a community center, Louisiana Technical College, George Washington Carver Library and McKinley Head Start Center.

Units have refrigerators, range/ovens, washer connections, fire extinguishers, smoke detectors, closets and storage pantries. Maintenance personnel are available 24 hours for emergencies. The city’s bus system passes two blocks from the complex and provides access to clinics, hospitals and businesses. Interstate 10 is about a mile away.

The Clarksdale Apartments are located on the Southern University campus, at 801 Swan Street.  Although it was completed in July 1943, the brick veneer complex has been completely modernized.  It is comprised of 22 one-story buildings, featuring 47 living units (12 one-bedroom, 27 two-bedroom, 28 three-bedroom and 5 four-bedroom apartments), including three handicapped accessible units, laundry facility and community center.

Situated on seven acres, the apartments resemble an upscale residential community.  Grounds are well-landscaped, adequately lit, and feature a fenced play area for young residents.  All units have porches and are furnished with an oven/range, refrigerator, and spacious closets.

The complex is convenient to schools, churches, banks, grocery stores, child care facilities, medical clinics, and hospitals.  Via public transportation, residents also have access to major retail centers, and community outreach vocational-technology and job training programs.

Just minutes away are retail centers, grocery stores, parks, banks, libraries, and museums.

The city bus line passes within one block of the complex, providing access to clinics, Head Stars centers, hospitals, businesses and city amenities.

Capitol Square is one of 13 family developments owned and maintained by the Authority.  The complex is situated on a 5-acre site that is minutes away from the central business district and the petrochemical-industrial corridor.  The city bus system passes directly in front of the complex.  Interstate 10 is several blocks away.
