Brookstown Place, Howell Range Avenue

Brookstown Place is a 25 rental-home subdivision adjacent to the Howell Park Golf Course, off of East Brookstown, near Winbourne Ave. It was developed by Partners-For-Progress, Inc., (PFP), an affordable housing development group under the East Baton Rouge Parish Housing Authority (EBRPHA) that was created to help meet local public housing needs.

“We are especially proud of Brookstown because these beautiful homes all have a unique identity in architecture, color scheme and floor plan layout,” said Richard Murray, executive director of the EBRPHA.

“It is the model going forward for removing the negative image of affordable housing being ‘tract home subdivisions’. We also built a small community center (786 square feet) which includes a small computer room and a meeting room for the residents’ community association activities,” he added. An outdoor children’s play station is under construction.

“This is the first single family affordable housing built for rental by Partners-For- Progress,” said Morise Duffin, Chief Operating Officer of PFP. “The location next to the golf course, as well as a wooded green space and the Living Faith Christian Center results in a wonderful community for working families,” he added. The homes includes two, three and four bedroom options, ranging in square footage from 1,300 to 1,527.

Brookstown was constructed by National Development Builders, Inc.(NDB), and is managed by a local office of NDC Real Estate Management, Inc. Brookstown Place Partnership was awarded a $438,200 tax credit allocation for the development of the homes which was dispensed through the Louisiana Housing Finance Agency (LHFA).

 

 


 

PFP Development Corporation (PFPDC) is a related for-profit Louisiana corporation created on June 16, 2005, as an instrumentality of the Authority to facilitate low income housing tax credit (LIHTC) development.  It is the general partner of Brookstown Place Partnership (BPP).  BPP was established in August 2005 as the ownership entity of the Brookstown Place development.  PFP and PFPDC hold interests in BPP.  In 2006, Brookstown Place Partnership was awarded a $438,200 tax credit allocation for the development of 25 single family affordable housing units.

The tax credits were syndicated through Alliant Capital, and the permanent loan debt is through Enterprise Mortgage (35-year amortization, 18 year term, 7.05% rate). Alliant Mortgage Company provided construction financing to the development. The property was completed and fully leased up in late 2008, and the permanent loan was closed in early 2009.

Located at 5958 Cadillac Street, Zion Terrace was completed in July 1971, with renovations in 1987 and 1990.  It consists of 25 one-story fourplex buildings which provide 100 living units:  32 one-bedroom, 24 two-bedroom and 24 three-bedroom and 4 four-bedroom apartments that are constructed of brick veneer and brightly painted wood trim.  Residents also enjoy a community and laundry facility, spacious grounds and an adjacent BREC park and community center.

Located at 1255 W. Roosevelt Street, Roosevelt Terrace consists of 9 two-story frame and brick veneer townhouse buildings. There are 50 units: 20 one-bedroom, 20 two-bedroom and 10 three-bedroom apartments. An administration and maintenance building is onsite with laundry facilities.

The Clarksdale Apartments are located on the Southern University campus, at 801 Swan Street.  Although it was completed in July 1943, the brick veneer complex has been completely modernized.  It is comprised of 22 one-story buildings, featuring 47 living units (12 one-bedroom, 27 two-bedroom, 28 three-bedroom and 5 four-bedroom apartments), including three handicapped accessible units, laundry facility and community center.

Situated on seven acres, the apartments resemble an upscale residential community.  Grounds are well-landscaped, adequately lit, and feature a fenced play area for young residents.  All units have porches and are furnished with an oven/range, refrigerator, and spacious closets.
