We have two main housing programs at EBRPHA: the Housing Choice Voucher (HCV) program and affordable housing communities. Both make affordable housing possible for income-eligible people and families.
Rent in the private market
The Housing Choice Voucher program helps you rent a home from a private landlord. You choose where to live. EBRPHA pays part of your rent straight to the landlord. Your share depends on your income, so housing stays affordable as your life changes.
- Choose any landlord who accepts the voucher.
- Pay about 30% of your income toward rent.
- Your voucher can move (or “port”) with you.
Live in an EBRPHA community
Affordable housing communities are homes that EBRPHA owns and manages. You apply for a home in one of our communities. If EBRPHA approves you, you pay an income-based rent. On-site managers and support services are available to community members.

Waitlist Status
The Housing Choice Voucher and Affordable Housing waitlists are currently closed.
EBRPHA only accepts HCV applications when the waitlist is open. Check the EBRPHA website, EBRPHA social media, and your local paper to know when the waitlist is open.

With the Housing Choice Voucher, you rent from a private landlord you choose, and EBRPHA pays part of your rent. With an affordable housing community, you live in an EBRPHA-owned community and pay an income-based rent directly to EBRPHA. Both are affordable, but they serve different needs and have separate waitlists.
Eligibility depends on your household income, family size, and citizenship or eligible immigration status. Most households that earn at or below 50% of the area median income may qualify for the voucher program. EBRPHA confirms your eligibility during the review.
Yes. You can apply for the Housing Choice Voucher waitlist and affordable housing communities at the same time. Each has its own application and waitlist. Being on one list does not affect the other.
When you apply, you receive a confirmation and an application ID. If EBRPHA selects your name from the waitlist, complete the eligibility paperwork,you attend a briefing, and then begin your housing search or move-in, depending on the program.
EBRPHA waitlists are not always open. If you need housing today, call 211 or contact a local partner like Catholic Charities of Baton Rouge or the Capital Area United Way. They can connect you with shelter and support.
